ARM: dts: msm: Add CPR fuse entries for APC regulators on msm8992 



Add the following fuse entries for APC CPR regulators on msm8992
based on the latest hardware documentation.
1. Fuse revision
2. Redundant offsets for target quotient, initial voltage and
   ring oscillator
