msm: kgsl: Disable speed up of CP during the bootstrap sequence

A430 has certain optimizations for the CP which causes it to
speed through the bootstrap, in some instance leading it to
drop some packets during ME init. This results in GPU faults
during ME init and the system going into a really bad state.
As a result disable this speed up during bootstrap and reenable
it after using a chicken bit.
