ARM: dts: msm: specify quot-offset-adjustment for APC regulators on msm8992

As per the recent hardware documentation, specify the quotient
offset adjustments needed for APC0 and APC1 CPR regulators on
8992. This will help in proper interpolation of the target
quotients for the virtual corners.
