ARM: dts: msm: Add secondary USB 3.0 controller to apq8084

Add device tree nodes for secondary USB 3.0 controller, HSPHY
and SSPHY. The secondary controller must be a child of the
primary as this enforces power management dependency, i.e.
the primary controller cannot enter low power mode until the
secondary one does. Enable these devices only for the Liquid
platform.
