msm: vidc: Add support for compat IOCTL

Compat IOCTLs are used when Userspace operates in 32 bit
and kernel in 64 bit. The IOCTLs in V4L2 framework needs to
map to compat functions. Add support in driver to call compat
V4L2 framework IOCTLs.
