usb: dwc3: Fix HSUSB enumeration issue 



Fix HSUSB intermittent enumeration issue by resetting HSPHY using
GCC_HSPHY_BCR register. It also removes clearing of
HS_PHY_CTRL (BIT: USB2_SUSPEND_SEL).
