Revert "ARM: dts: msm: Remove static limiting of CPU for msm8994"

This reverts commit 1d3231e7 and
re-introduces static limiting at certain frequencies in SVS performance
levels. Static limiting is needed to help other subsystems close timelines
in some concurrency usecases.
