msm: mdss: dsi: fix configuration issues during resolution switch

The below configuration settings are needed for panel
resolution switch to work properly:
* Use DSI FIFO for DCS switch commands.
* Reconfigure DSI stream ctrl with new resolution
* Use the correct structure for tearcheck configuration.
