msm: ipa: fix active clients counter on disconnect

If a SYS2BAM pipe is connected with keep_ipa_awake flag as TRUE,
after disconnecting this pipe there is no update to IPA active clients
counter. This leads to incorrect active clients counter value after
connecting and disconnecting SYS2BAM pipes.
