cnss: Add support to synchronize request_firmware() with suspend/resume 



Register for PM notifiers to avoid calling into request_firmware() when
suspend/resume is in progress. Expose the APIs so that WLAN host driver
is able to synchronize request_firmware() with suspend/resume.
