ARM: dts: msm: update S3 timer configuration for PMi8994 and PM8004

S3 timer should be configured the same for both core and secondary
PMICs. Since PM8994 has its S3 timer set for 32 seconds, update
the configuration for PMi8994 and PM8004 to match with that.
