qcacmn: Disable simultaneous scan based on ini 

Currently the driver allows simultaneous scan irrespective
of the dual mac feature ini config, which can cause
connect latency.

Fix is to disable the simultaneous scan if the dual
mac config ini is configured to disable DBS scan.
