dsp: correct comparison condition for VSS_ICOMMON_RSP_GET_PARAM_V3

VSS_ICOMMON_RSP_GET_PARAM_V3 should be compared with opcode. Otherwise the
if condition would always be true. Correct the comparison for
VSS_ICOMMON_RSP_GET_PARAM_V3.
