msm: ipa: Reset GSI channel before gsi_dealloc_channel() call

GSI channel enters STOPPED state when gsi_stop_channel() is called instead
of ALLOCATED state. Call gsi_reset_channel() before gsi_dealloc_channel()
to change channel state to ALLOCATED.
