asoc: check apr state in FE open

Upon open failure, hal retries open command until it gets ENETRESET
error, which is not propogated to hal in cases like glink receiving
reset before audio. In such cases, to avoid excess logging due to
failures during ssr/pdr, check apr state and bail out FE open returning
ENETRESET to hal when apr in down state.
