msm: ipa: enable HOLB drop timeout on MHIP producer channels

This fix enables HOLB drop timeout for MHIP TX channels which will
cause IPA to drop the packets if the packet is not processed within
the timeout. This will help relieve the back pressure on MHIP Producer
channels.
