drm/msm/sde: clean up splash resource on failure

When DSI advertises a display as active it is possible that
display is not really enabled by boot-loader. Sim panel is an
example where dsi treats display as active based on command line
panel string but boot-loader has not really enabled any control
block HW. This change detects mismatch in active displays, treating
it as continuous splash disable case releases splash memory.
