msm: kgsl: Dump GPU_CX_BUSY_STATUS on CP init failure

If the CP init failed due to previous GPU fault we will not able to
capture the gpu snapshot. Hence dump the GPU_CX_BUSY_STATUS along
with other important register dumps.
