[ALPS08663187] apusys_rv: use irq thread to dump coredump

Modify dump flow using irq thread instead of workqueue.
The irq thread has higher prority than workqueue, this will
improve the dump latency when system is in heavy loading.

Dump ARE SRAM when uP assert.
