[ALPS08668817] DISP: Fix MT6878 cmdq timeout issue

Root Cause:
OVL dont disable OVL constant layer,
when display switch DOZE to NORMAL mode skip plane update..

Solution:
1.Add disable OVL constant layer operation in atomic_begin function.
2.Add some debug information for OVL constant layer in OVL analysys.
