[ALPS08760065] disp: fix log too much

[Description]
display will enable vcp when update hrt BW or mmclk, and cause much log,
do enable vcp when last settings changed, else do nothing

[Test]
boot up, suspend, resume, video playback,
display stress test of fastcuva, kmemleak, video stress
