Revert "PCI/ACPI: Fix runtime PM ref imbalance on Hot-Plug Capable ports"

This reverts commit 607b3426 which is
commit 6cff20ce3b92ffbf2fc5eb9e5a030b3672aa414a upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
