Revert "usb: xhci: Add timeout argument in address_device USB HCD callback"

This reverts commit 7032df57 which is
commit a769154c7cac037914ba375ae88aae55b2c853e0 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
