arm64: defconfig: Enable IO_PGTABLE_PAGE_ACCOUNTING for debug configs

Enable the IO_PGTABLE_PAGE_ACCOUNTING feature on debug configurations
for all targets. This feature allows for tracking the number of pages
dedicated towards IOMMU page table memory.
