ARM: dts: qcom: Update skin and cx thermal mitigation config for SHIMA 

Add quiet-therm skin sensor thermal config for SHIMA with modem,
cdsp and gpu as cooling devices based on latest recomondations.

Update nspss-2 tsens sensor thermal config mitigation for SHIMA
with cdsp, gpu and modem as cooling devices based on latest
recomondations.
