UPSTREAM: cpufreq: Make cpufreq_global_kobject static

The cpufreq_global_kobject is only used internally by cpufreq.c
after commit 2361be23 ("cpufreq: Don't create empty
/sys/devices/system/cpu/cpufreq directory").

Make it static.
