[FP5-1233][Charging]Power by android interface has been stay for a long time after plug charger/USB in power off status

*Root Cause
   iris parse firmware failed in poweroff charging mode
*Solution
   cancel iris firmware parsing when poweroff charging mode is entered
*Test Steps
   charge device in shutdown state and observe how long time the charge logo shows
*Test Result
   OK
