uapi: add ADM_AUDPROC_PERSISTENT cal type

ADM supports certain modules that can have very large calibration sizes,
in such cases the calibration is expected to be persistent in memory.
Add new cal type ADM_AUDPROC_PERSISTENT for this purpose.
