Revert one chunk from 37432a83 commit

No '-I' option is supported by tar tool from aosp R-branch of
prebuilts/tools project due to this full android build failing with
below error. fix this by reverting -I usage.

  tar: Unknown option 'I' (see "tar --help")
  [.../kernel/msm-5.4/kernel/Makefile:140: kernel/kheaders_data.tar.xz] Error 1.
