arm64: defconfig: Enable USB_F_FS_IPC_LOGGING for lahaina_debug, take 3

Since CONFIG_USB_F_FS_IPC_LOGGING was never explicitly set, despite
the "default IPC_LOGGING" in its Kconfig, it is prone to getting
disabled when performing a make config/menuconfig with the fragmented
configs. Fix this once and for all by explicitly marking it =y
in lahaina_debug.config.
