Merge branch 'android11-5.4' into android11-5.4-lts

Catch up with a few commits in android11-5.4 to hopefully "unbreak"
gerrit as it is confused a bit with the branches being able to be
cleanly "fast-forwarded" at the moment.  Changes in here include the
