power: supply: qcom: Disable suspend on collapse on USB removal

In current implementation with "qcom,disable-suspend-on-collapse"
flag set SUSPEND_ON_COLLAPSE_USBIN_BIT is not set initially but
gets set when there is a typec/uusb removal. Fix this by adding
an additional check here to not to enable it when this flag is
set.
