msm: pcie: skip memory access when collecting PCIe PARF registers

PCIe BDF_TO_BDF PARF registers are not local to PCIe wrapper
and reside in memory. These registers are only programmed once
after each D3 to D0. There is no need to go to memory to read
these registers when collecting PCIe PARF dump.
