ARM: dts: msm: Add debugcc and APSSCC clock nodes for sdxlemur

Add debug clock controller node to use the debug clock controller
driver for measuring the clocks, also add MCCC and CPUCC device
phandle reference to debugcc node to map register space for the
apcs diag register.

Update apsscc clock node to enable cpu driver for sdxlemur.
