msm: adsprpc: split init process function into smaller methods

Split up the different cases of "fastrpc_init_process" (like
static versus dynamic process create) into smaller functions, to
reduce the complexity of the function. Add utility function for
registering the service locators for remote process restart
notifications, to reduce code duplicity.
