Revert "genirq: Provide new interfaces for affinity hints"

This reverts commit 7b2a6732 which is
commit 65c7cdedeb3026fabcc967a7aae2f755ad4d0783 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
