pinctrl: qcom: sdm845: Fix CONFIG preprocessor guard 

Clang warns when CONFIG_ACPI is unset:

 not defined, evaluates to 0 [-Wundef]
 #if CONFIG_ACPI
     ^
 1 warning generated.

Use ifdef instead of if to resolve this.
