Revert "macsec: Fix traffic counters/statistics"

This reverts commit b5e20a3d which is
commit 91ec9bd57f3524ff3d86bfb7c9ee5a315019733c upstream.

It breaks the build, so remove it from the Android kernel for now.  If
it is needed in the future, it can come back in way that actually works.
