ARM: dts: qcom: add nvmem cell for PMK8350 SDAM2 restart reason 

Add an nvmem cell for the restart reason within PMIC PMK8350
SDAM2.  This is used by the high-level OS to inform boot loaders
of special actions to perform upon rebooting.
