drm: Move encoder->save/restore into nouveau



Nouveau is the only user, and atomic drivers should do state
save/restoring differently. So move it into noveau.

Saves me typing some kerneldoc, too ;-)

v2: Move misplaced hunk into earlier nouveau patch.
