clk: qcom: Add generic sync_state callback

Add generic sync_state function that can be used by qcom clock providers
(qcom_cc_sync_state). Currently this is just a simple wrapper around
clk_sync_state from the framework, but ultimately will contain
additional qcom-specific logic.
