Revert "msm: pcie: add support to manage PCIe PHY PLL block"

This reverts commit 3d5f6ea3.

Managing PCIe PHY PLL is no longer required since L1ss sleep has
been disabled on chipsets which needed this support. Therefore
remove all the dead code.
