arm64: defconfig: Enable QRTR MHI on lahaina_debug

Enable the QRTR MHI transport to enable QRTR/QMI traffic to remotes
connected over MHI/PCIe.

QRTR MHI will use the lahaina_debug config until all dependencies are
ready to compile as modular for the GKI config.
