ARM: dts: msm: add PM2250 charger device node for SCUBA IDP/QRD 

The PMIC PM2250 charger incorporates a single input switch/linear
mode battery charger for single-cell Lithium batteries.
Add PM2250 charger device node along with all the peripherals
and properties.
