qcacld-3.0: Reject assoc_req with RSNIE in SAP open network

If STA sends RSN IE in assoc_req for SAP in open network
then check this scenario and reject the request. This prevents
Host from sending WMI_PEER_NEED_PTK_4_WAY in peer
flags which results in a firmware assert.
