ARM: dts: msm: Update GPU speed bin definitions for Bengal

Bengal GPU has now three speed bins with 980MHz, 745MHz and
600MHz as GPU Fmax which were earlier 980MHz, 900MHz and
820MHz resp. This change adds support for these new bins.
