power: smb5: Disable wdog-bark IRQ on wdog-snarl

Both the wdog-bark and wdog-snarl IRQ are used for step-chg
evaluation only. So, in case, wdog-snarl IRQ is configured to
be used for step-chg evaluation, disable wdog-bark and vice
-versa.
