Pull "SCPI updates for v4.10" from Sudeep Holla:

1. Adds support for pre-v1.0 SCPI protocol versions

2. Adds support for SCPI used on Amlogic GXBB SoC platforms using the
   newly added pre-v1.0 SCPI protocol

3. Decouples some platform specific details from generic SCPI binding
