power: smb5: Fix BC1.2 compliance failure

Currently, BC1.2 detection occurs when APSD rerun after Type-C attach,
which takes too long and fails BC1.2 compliance.

Fix it by starting BC1.2 Automatic Power Source Detection as early as
after VBUS deglitch, followed by PD, and lastly QC2/3.
