qcacld-3.0: Add support to pre-allocate DP SRN mem 

Add logic to pre-allocate DP consistent memory and reuse later.
Only SRNG memory is preallocated. This is useful to prevent memory
fragmentation over cycles of WLAN ON/OFF.
